Poor 1 A Poor card may suffer from major surface damage such as severe creasing that breaks the surface, and/or it may be missing a small portion of the cardstock itself such as a portion of the corner that has been torn away from the card

Normal Holos are usually considered more desirable, especially because the Reverse Holo treatment is also used on uncommon cards - in fact you're guaranteed one Reverse Holo in every booster pack (usually an uncommon card)
Funnily enough, this also picks up -1/-1 counters, finality counters, stun counters, or any other detrimental counters that end up on your creatures
This was a deliberate choice to keep the format more affordable, increase deck diversity by making it harder to splash multiple colors, and improve the pace of play by reducing shuffling
