There are nine Ball Lightning style cards in Mardu colors, which isnt quite enough to build a full deck

Black mainly focuses on creature recursion with the likes of Graveshifter and Palace Siege, and blue generally can only return instants or sorceries
The good news is that (again, like the lands), Wizards seems to have tried to fix this issue with Commander 2019 , with each deck having at least one or two additional good artifacts on top of Sol Ring, even though this year does not feature an artifact-themed deck
With a few exceptions, nearly every major set released had a set of Commander decks to go along with them (and usually in batches of four)
