While the general consensus is that it's fine as it is because mana production of this sort is a green mechanic, some people are still sold on the fact that it makes mana based on the number of enchantments out on your side, which has been done by Serra's Sanctum back in the Urza's Saga expansion
Not only could you win one through the trading card game, but you could also win one through the video game event too
If a spell has multiple targets but it's targeting the same creature with all of them (such as Seeds of Strength targeting the same creature three times) you can target that spell with Hydroelectric Specimen's ability
Unfortunately this card is just below average overall in my opinion, since it has a low HP, and two moves that both do little damage for the amount of energy cards it requires
