When attacking with a Confused Pokmon, you flip a coin: heads means the attack goes through normally (including any requirements such as discarding Energy), tails means the attack fails, your Pokmon does 30 damage to itself, and your turn ends
If codes are ordered with physical items then the physical code card will be sent to you in the post along with the other items on your order
That said, it has virtually no use outside of Modern and Legacy Izzet decks
