The Grixis color combination isn't great at ramping mana, but vampires tend to be very efficient in their cost and rely on each other for benefit, besides, you are limited to casting one collected card on each player's turn, so it's not broken right
Zaffai, Thunder Conductor, Veyran, Voice of Duality and Melek Izzet Paragon, are classic spellslingers that would benefit from this card
This barely even feels like a land at all, so its easy to see why we havent seen any other similar land cards over the years
