All that they'll need to do so is 105 Pack Points from one of the five expansions that have common Eevee cards, or 35 Pack Points from any three of the five sets listed below

It does take 30 damage in recoil, though, but overall thats not too bad
( can be paid with either or 2 life.) Legendary Creature Artifact - Vedalken Phyrexian Draw (CTRL to add secondary) Finisher Darksteel Colossus Trample (This creature can deal excess combat damage to the player or planeswalker it's attacking.) Indestructible (Damage and effects that say "destroy" don't destroy this creature.) If Darksteel Colossus would be put into a graveyard from anywhere, reveal Darksteel Colossus and shuffle it into its owner's library instead
On top of that, you may also want to include some creatures that ramp such as Solemn Simulacrum , Burnished Hart, Palladium Myr, etc
About which packs to buy, actually it does not matter that much since the probability of getting what you want is low, but, to maximize it, Id recommend getting Amonkhet for Hazoret the Fervent, Glorybringer, Ahn-Crop Crasher, Magma Spray and Sunscorched Desert
